Mount Zion is the place where Yahweh, the God of Israel, dwells (Isaiah 8:18; Psalm 74:2), the place where he is king (Isaiah 24:23) and where he has installed his king, David (Psalm 2:6). It is thus the seat of the action of Yahweh in history.
The name Zion is often used to describe a place appointed by the Lord where his followers can live and serve God. Scripture refers to Zion as the “City of Holiness” and a “city of refuge” where the Lord protects his people from the evils in the world.

16 Behold, I have created the smith that bloweth the coals in the fire, and that bringeth forth an instrument for his work; and I have created the waster to destroy.

Isaiah 54 is a vision of Zion restored. Zion’s suffering and humiliation will be forgotten in her glorious future. Verses 1-3 speak of the return of the exiles to Zion. Verses 4-6 speak of how Israel, returning to God like a deserted wife to her husband, will forget the shame of the past in the love and joy of the reunion. Verses 7-10 speak of God’s momentary anger and everlasting love. Verses 11-17 speak of the outer and inner splendor of Zion.
So, now look at v. 16-17 in this light. Neither violent action nor malicious speech will be effective against Israel because God is its Protector — the Creator of both the maker of the instruments of war and the one who uses them. Neither is able to act against God’s will since the entire chapter is messianic prophecy.

“We want to see the restoration of the fortunes of Zion! We want to see the restoration of the fortunes of Israel! We want to see in this nation the restoration of the fortunes of America. What God has given to ecclesia, His church, to His people – we demand that there be a restoration of the fortunes of the people of God, of us. Today, that’s a word. How many of you watching me can say, “Kim, you know what? I just heard something that struck my heart.” I want to see the restoration of the fortunes of whatever your name is. “Kim, where did you get that from?” It came from the Spirit.
